Operational Programme Employment and Social Inclusion

   

 

Programming periode 2007-2013

Higher level of employment is to be promoted by investment in the workforce, improving its skill levels, particularly mongst vulnerable sectors of the population. Fostering social inclusion, with particular reference to the Roma communities, is reducing intra-regional disparities in the unemployment level. (full version in English) (format PDF 2,36 MB)

PRIORITY AXES

1. SUPPORTING EMPLOYMENT GROWTH

Global objective: Employment growth

The creation and sustainability of jobs will be promoted by increasing the adaptability of workers, businesses and the promotion of entrepreneurship. Concrete actions could include, for example, providing tailor-made courses for the long-term unemployed in areas currently short of labour, thus diminishing structural unemployment in remote regions.

Measure: 1.1 Promoting programmes in the area of supporting employment and solving unemployment and long-term unemployment

Framework activities:

  • Active labour market policy measures and employment support
  • Activities directed towards the modernisation of public employment services
  • Activities to improve employment related mobility
  • Activities designed to increase the protection of health and safety at Work 

Measure1.2 Promoting the creation and sustainability of jobs through increasing the adaptability of workers, businesses and the promotion of entrepreneurship

Framework activities:

  • Promoting the adaptability of enterprises, entrepreneurs, business associations and regions
  • Supporting integrated projects at regional level and the level of the SR
  • Supporting targeted services for businesses/employers and the selfemployed
  • Promoting the creation of new jobs, including support for new jobs in new enterprises and self-employment

 

2. SUPPORTING SOCIAL INCLUSION

Global objective: Social inclusion growth

The programme will promote equal opportunities to access the labour market, and the integration of disadvantaged groups, with particular reference to marginalised Roma communities. In addition, it will support actions addressing work/life balance and childcare needs – to aid the integration and reintegration of parents into the workforce.

 

 Measure: 2.1 Supporting the social inclusion of persons at risk of social exclusion or the socially excluded through the development of care services with special regard to marginalized Roma communities

Framework activities:

  • Promoting increased access to, quality and effectiveness of care services (social services and measures of social and legal protection and social curator ship) that improve access of those at-risk and marginalized groups of the population to the labour market and the society
  • Activities designed to support the delivery of basic functions of the family and to create appropriate conditions for the assertion of family members in the labour market
  • Activities promoting community work and producing and supporting change within local communities and sensibilisation activities
  • Strengthening professional expertise in the delivery and building of human capacities in the area of social inclusion

 

Measure2.2 Promoting equal opportunities in access to the labour market and supporting the integration of disadvantaged groups in the labour market with special regard to marginalized Roma communities

Framework activities:

  • Programmes of education and training for the labour market for disadvantaged jobseekers with major focus on  persons distant from the labour market, with special regard to persons from marginalized Roma communities
  • Promoting the creation of new jobs, including projects designed to encourage self-employment and innovative approaches for disadvantaged jobseekers and members of marginalized groups (i.e. target group for this framework activity).
  • Second chance programmes enabling the completion of primary or secondary school and the acquisition of vocational skills through job experience, with special regard to marginalized Roma communities
  • Programmes designed for employment service delivery and training for employees at risk of collective redundancy, with special regard to older workers and workers with poor education
  • Promoting mechanisms for the prevention and elimination of gender inequalities in the labour market

 

Measure:2.3 Promoting the reconciliation of work and family life and care of small children

Framework activities:

  • Facilitating entry into and sustained participation in the labour market for persons with family obligations
  • Activities designed to maintain contact with the workplace and retain professional skills during absence from the labour market owing to the fulfilment of family obligations
  • Activities designed to extend support services for employees with family obligations
  • Supporting job retention in the labour market for persons with family obligations by the provision of innovative programmes on the part of employers

 

 

  3. SUPPORTING EMPLOYMENT, SOCIAL INCLUSION, AND CAPACITY BUILDING IN THE BSR

Global objective: Growth of employment, social inclusion and capacity building in the BSR

Special assistance will also go to the Bratislava region in order to increase employment, social inclusion and adaptability, and also to improve public administration in the area. This support will pay particular attention to the need to adapt to a competitive knowledge-based society.

Measure:  3.2 Promoting social inclusion, gender equality, and the reconciliation of work and family life in the BSR

Framework activities:

 

  • Promoting increased access to, quality and effectiveness of care services (social services and measures of social and legal protection and social curatorship) that improve the access of at-risk and marginalized groups of the population to the labour market and the society
  • Activities designed to support care services aimed at promotion of basic functions of the family in order to create adequate conditions for the assertion of family members in the labour market
  • Activities promoting community work and producing and supporting change within local communities
  • Strengthening professional expertise in the delivery and building of human capacities in the area of social inclusion
  • Promoting programmes designed for employment service delivery and training for employees at risk of collective redundancy, with special regard to older workers and workers with poor education and to fighting discrimination in the labour market
  • Promoting facilitation of the entry, integration and retention of parents in the labour market while respecting the principles of equal opportunities in recruiting in employment
  • Promoting mechanisms of prevention and elimination of gender inequalities in the labour market

 

 

 

Measure: 3.3 Capacity building and quality improvement of publicadministration in the BSR

Framework activities:

  • Promoting human resource development and improving the quality of services delivered by public administration
  • Promoting human resource development and improving the quality of services delivered by non-governmental organisations
  • Collection, dissemination and development of information on employment, social exclusion, poverty and social services in direct connection with practical exploitation of the information
  • Conducting comprehensive audits before introducing a quality management system
  • Selection of a quality management system with a view to the conditions of the organisation Introduction and application of a quality management system

  

4. BUILDING CAPACITIES AND IMPROVING THE QUALITY OF PUBLIC ADMINISTRATION

Global objective: Improving the quality of human resources in public administration and non-governmental organisations

The Fund will support activities to improve the quality of human resources in public services and non-governmental organisations, and the quality of the services they provide. Quality management systems will be introduced in public administrations and NGOs active in the employment and social policy fields.

  • Promoting human resource development and improving the quality of services delivered by public administration
  • Promoting operations of institutions to a client-oriented system including further education
  • Promoting human resource development and improving the quality of services delivered by non-governmental organisations

 

 Measure4.2 Introducing quality management systems in public administration and for NGOs in the area of employment policy and social policy

 Framework activities:

  • Conducting comprehensive audits before introducing a quality management system
  • Selection of a quality management system with a view to the conditions of the organisation
  • Introduction and application of a quality management system
